As owner of HydroLogic Services, Joanne Greenberg P.E.,
has over 25 years of experience in water resource related
projects. She has experience in the areas of surface water
hydrology, water rights, water use, computer modeling of
hydrology and water allocation systems, watershed analysis
(WA DNR), and watershed assessments (RCW 90.82). These
projects have addressed forest management, irrigation water
use, instream flows, municipal water supply management,
hydroelectric power development, and water allocation as
it relates to federal reserved and state water rights.
Tom Anderson, P.E.
Water Resources Engineer

Tom Anderson has 34 years of experience in industrial and
public agency management and engineering. Tom was until recently
the General Manager of Public Utility District #1 of Whatcom
County. Tom has been immersed in resolving water supply and
resource issues in Whatcom County for over 15 years. He has
supported and encouraged all interest groups to maintain
a presence at the table while holding the goal of acceptable
resolution for all parties. This contributed to the adoption
of the 2005 WRIA 1 Watershed Management Plan. Tom has extensive
expertise in the political and legal issues surrounding Federal,
Tribal and State water rights and claims. Tom has experience
in negotiating water right issues and water project permitting
issues with Federal and State agencies. Tom has contracted
for and supervised in river water diversion and habitat related
projects.
Karen F. Welch, M.E.M.
Senior Hydrologist

M.E.M., Masters of Environmental Management, Water Resources,
Duke University
Karen F. Welch is a surface water hydrologist with 20
years of experience in the water resources field. Ms.
Welch holds a Masters of Environmental Management degree
in Water Resources Analysis from Duke University. Prior
to her 15 years working with HSC she served as staff hydrologist
for Puget Sound Energy, worked with the Center for Streamside
Studies at the University of Washington and the North Carolina
Department of Natural Resources.Ms. Welch has successfully
completed numerous water resource projects including flood
frequency analyses, low flow frequency analyses, stream
channel assessments, calibration and use of basin-scale
hydrologic and hydraulic routing models. These
projects frequently involve water resource planning and
impact assessment, forest hydrology, water use, water rights,
water supply, streamflow station records generation/rating
curves and hydroelectric power development.
Katherine Kelleher
Hydrologist and GIS Analyst
Katherine Kelleher received her B.S. degree in Geology
from Western Washington University; her minor was Geography. Katherine
has been working in the field of water resources for the
past five years while attending graduate school to achieve
her master’s degree. She has participated in
several watershed assessments mandated by the Watershed
Planning Code (RCW 90.82) and has assisted Whatcom County
Water Resources Division in establishing a library of all
background documents and reports as well as those developed
by and for the WRIA 1 Project. Her GIS experience
includes projects using ArcView, Arc/Info (PC and Unix-based
Arc/Info) and peripheral programs such as Excel, Access,
Mathematica, and Emacs (Unix text editor).
